Angela Carter
Senior Associate
Angela Carter is a Senior Associate with IISD’s Energy Program, currently working with the Canada Energy Transitions team on the Re-Energizing Canada project.
Angela is a political economist with more than 15 years of experience analyzing environmental policy and politics surrounding oil extraction in Canada’s major oil-producing provinces. She is also actively engaged in policy discussions around beginning a phase-out of oil production in Canada.
She is the author of Fossilized: Environmental Policy in Canada’s Petro-Provinces, recipient of the 2021 Donald Smiley Prize for the best book on the study of government and politics in Canada. She is now extending this work in an international comparative project (funded by the Government of Canada’s Social Sciences and Humanities Research Council) focused on understanding and amplifying national bans on oil extraction.
Angela holds a PhD in government (political science) from Cornell University and is an associate professor at the Department of Political Science and Balsillie School of International Affairs at the University of Waterloo.
